I am doing initial testing on my skyview system in my rv, in my garage. When I fire up the system I Initially see the tailnumber on my ForeFlight with a stratus receiver and then it disappears. Does the transponder not transmit if it determines it is on the ground? Did I miss some configuration setup item?

Xpdr does transmit on ground (in special ground mode by default), but I believe your Foreflight pretty quickly suppresses your tailnumber after figuring that it must be your own. This is by design because it's alarming to get a 0.1 mile traffic alert in the air from a target that ends up being yourself  Shocked  it still happens but much less frequently than in early ADSB days.

What George said but you can select Own Ship in FF to see your information when being sent by the transponder.
